A non-profit is proposing that one of our graduate students work at
their institute for a semester to further their research experience.
The student will remain our employee and we will be reimbursed for their
salary and fringes.  The agreement is very simple and there are no
deliverables.  They do not reimburse for IDC.  How would your institute
handle this. As a research proposal and contract or as another type of
agreement?  This seems similar to handling an Intergovernmental
Personnel Act (IPA) with the federal government?
