We would like information on how the different federal agencies (i.e.
NIH, US Ed, NSF, NEH) want us to handle headers, footers, and page
numbering.  In the past we have told our faculty to avoid using headers,
footers, and page numbers.  Now, we are beginning to run across programs
giving contradictory instructions.  Your input will be greatly
appreciated.
