Your first step for help, if you haven't done so already, needs to be
the Grants.gov helpdesk. NIH/eRA Commons doesn't even know the
application exists yet, so they probably won't be able to help you until
you've talked to Grants.gov.

Jan's suggestion about there being a later version available is a good
one too. Is it possible you've got Version 1 forms instead of Version 2?
