Have NIH intensive offices thought about the impact of the new NIH standard deadlines?  By shifting R01 dates to the 5th of the month in order to avoid the crunch at Grants.gov on the first and last day of the month, does the investigator/OSP have less incentive to submit a 5-7 days early?   I may be too PHS-centric, but isn't the 5th of the month about to become another "heavy receipt date"?
