Can anyone point me to the chapter and verse in the regulations which
discourages (forbids?) the use of a discount on a purchase as an allowable
item for cost-sharing?

In our case, it is a matter of a "special deal" on the annual price for the
lease of a vehicle. The cost for the vehicle lease was approved in the grant
budget, but the project director wants to include the discount in the
cost-sharing items.
