We recently relinquished a NIH proposal because our PI moved to another
institution while the proposal was still in the review stage.  All we needed
to do was send NIH a letter notifying them of our decision to relinquish the
proposal to the new institution.  It was painless for us.   I assume the new
institution had to submit much more documentation from their end.  It was
much easier than waiting to transfer the award after it had been awarded to
us.

The proposed research was very specific to this PI.  No one else at our
institution would have wanted to take over as PI, and we had been reluctant
to allow the PI to submit the proposal in the first place.  So, we were
happy to relinquish it.

Good morning,

We have a new faculty member who has an NIH proposal submitted from his
prior institution, a small not-for-profit.  The proposal is in the NIH
funding range.  NIH has asked the prior institution to relinquish the
proposal.  So far, they've been unwilling to do that.  I've never seen
NIH ask for formal relinquishment of a proposal before.  Relinquishing
an award in the case of PI transfer is standard procedure, but not at
the proposal stage.  Have you been seeing this with NIH or any other
sponsors?

If we can't get the original entity to relinquish, NIH won't fund the
proposal this round and the PI will have to completely resubmit.
Lose-lose all the way around.
