We have a new faculty member who has an NIH proposal submitted from his
prior institution, a small not-for-profit.  The proposal is in the NIH
funding range.  NIH has asked the prior institution to relinquish the
proposal.  So far, they've been unwilling to do that.  I've never seen
NIH ask for formal relinquishment of a proposal before.  Relinquishing
an award in the case of PI transfer is standard procedure, but not at
the proposal stage.  Have you been seeing this with NIH or any other
sponsors?

If we can't get the original entity to relinquish, NIH won't fund the
proposal this round and the PI will have to completely resubmit.
Lose-lose all the way around.
