Guidelines say to enclose a cover letter explaining late Grants.gov
submissions. Seems just like the paper process. My concern would be
when Grants.gov shuts down the submission process for this program.
We have done NIH applications a few days after the deadline with no
problem. These were PI rejections that we resubmitted (with cover
letter). We did an EPA application, however, the day after the
deadline, and it was rejected. This is good publicity for early
submission :)
At workshops, I get the same question about PI's in study sections.
See page I-26 of the NIH Application Guide for the text on late
applications. Especially note, " Permission is not granted in
advance for submission of a late application." So, I am looking
forward to hearing from others who did 2 week late applications.
Maybe someone from NIH can give us the definitive answer
