Thanks, Diane. I also received a couple of off-line responses, as many people perceive this to be an extremely sensitive issue. I agree that contacting an agency on behalf of the project directors can be effective, but I believe I would be extremely cautious about "going up the food chain." I do not wish to put the project staff in an awkward position. (It is also not clear who the supervisor of their assigned program director might be, and inquiring about this is delicate.) When my project directors have had no luck, I've tried to contact their agency on their behalf, first leaving voice and email messages for the agency's program officer and cc-ing his/her supervisor. If there's no response, I've called the agency department or division, to speak with either another program officer (people really hate having to do other people's work), or the supervisor, and on up the food chain. You could contact your congressional representative for help if you were being seriously ignored and your program was in jeopardy as a result. Good luck, Diane M.
