At UA Fairbanks, our hierarchy is thus:
Pre-Award office (Office of Sponsored Programs) - director signs all
proposals, no dollar limit.
Post-Award office (Office of Grants and Contracts Administration) -
director signs all awards, with no dollar limit, and has dual authority
to issue subawards (together with a Sr. Contracting Officer in Procurement).
When I'm not here, signature authority rolls back up to my boss, and so
on. I always notify local and remote campuses of my impending
absence(s), so they can expect some delay while stuff is routed to my
superior. My assistant director has limited authority ($250k) for
smaller awards. My annual portfolio runs about $153million a year.
