Yes, Central Michigan University had such a program but we discontinued it a few years ago. It's probably still a good idea, but there's only so much time in the day... The idea is to seek faculty members who have successful track records of obtaining competitive funding to serve as mentors for younger faculty. These mentors would be called "Senior Research Fellows," and would sign on for a 2-year rotation. Their duties would be to proactively work with faculty members to develop their research ideas, put them to paper, and submit them to competitive programs.
