Along with a funded faculty "mentor," you might want to consider an administrative person who would work with faculty to create the "package," the standard forms, the key personnel and biosketch page, the budget, some of the budget narrative, and the PDF files. That is a time-consuming portion of the entire process that creative faculty should not have to do (my opinion only). The idea is to seek faculty members who have successful track records of obtaining competitive funding to serve as mentors for younger faculty. These mentors would be called "Senior Research Fellows," and would sign on for a 2-year rotation. Their duties would be to proactively work with faculty members to develop their research ideas, put them to paper, and submit them to competitive programs.
