True, the effort is research if it is cost sharing.  If the effort is not related to cost share in one form or another, I don't think it counts as "organized research" that is separately budgeted and accounted for.  I've been wrong before though!

I believe your audit agency would tell you that if the effort is devoted to research, the cost of that effort, regardless of source of funding, is a research expense.  This expense, as with all "donated" research effort costs, would need to be included in your total direct research costs when calculating your F&A Rate.

I'd put this in the **departmental** research category, which is lumped together with instruction rather than research.

If a faculty member making $80,000 is given 25% release time for research, would you count $20,000 as research expenditures even if not paid from a grant or contract but from general university funds?
