The July 5, 2006 grants.gov application guide for SF 424 (R&R) has the
following article and refers to both policy statements to be used for
NIH or PHS non-NIH, whichever case applies.

 1.5	Grants Policy Statements
The PHS Grants Policy Statement serves as a term and condition of award
and is a compilation of the salient features of policies and various
policy issues regarding the administration of PHS grant awards,
excluding NIH awards.
The NIH Grants Policy Statement serves as a term and condition of award
and is a compilation of the salient features of policies and various
policy issues regarding the administration of NIH awards.
Both publications are available from the following NIH website:
http://grants.nih.gov/grants/policy/policy.htm.

Hi everyone,

Can anyone tell me if the PHS Grants Policy Statement dated April 1,
1994 (OASH 94-50,000) is still current, or has it been replaced by the
NIH Grants Policy Statement dated December 1, 2003?  I've been searching
the web and can find both documents but can't tell if the PHS document
is still being used. Anybody know?

The reason I ask is that we cite the PHS Grants Policy Statement in some
subcontracts, but a subcontractor has crossed it out and replaced it
with the NIH Grants Policy Statement.  Any help would be greatly
appreciated.
