i know we have a link but let's make this a topic of interest plus use
it for an upcoming meeting for our grants spec group. the term expanded
authority used to linked to nih but has expanded  -- no pun intended --
to other agencies.

At the suggestion of two great colleagues at UC, I have looked further
in
the NASA requirements for grants and cooperative agreements with all
institutions of higher education-FDP and non FDP alike.  Based on
NASA's
"Grant and Cooperative Agreement Handbook Subpart B, "Uniform
Administrative
Requirements for Grants and Cooperative Agreements with Institutions
of
Higher Education, Hospitals, and Other Non-Profit Organizations" I
have
found that certain expanded authorities do indeed apply under OMB
Circular
No. A-110 and NASA's choices in alternatives offered by A-110.   You
can
