Hello Diana,
There is no way to withdraw the app. What we have done here at UM is to
send the Program Officer mentioned in the FOA an email saying to
disregard the first submission (giving its Grants.gov tracking number)
and telling the person that the second submission (with its Grants.gov
tracking number) is the one we want considered for funding.

Greetings grants.gov experts,
We have just submitted an application, via grants.gov, to the DoD
Defense University Research Instrumentation Program. We realized a
mistake, made a correction and resubmitted.
However, I do not see a way to delete or withdraw the first
[incorrect]
application. Does anyone know if there is a way to do that (other than
just calling the program officer)?
