Restrictions on Research Funding at Catholic Universities Johnson, Landy (Director of Grant Development) 06 Sep 2006 11:29 EST

Assumption College, a Roman Catholic predominantly-undergraduate institution, has no restrictions whatsoever on research funding.  However, we do not currently have any faculty engaging in research that the Church would find questionable.

On the other hand, in engaging in my pre-award duties searching for money, I encountered one New England foundation, the Chatlos Foundation (www.chatlos.org), that required that recipients of funds sign a statement of faith that was Protestant Evangelical in nature.  (Example from the statement:  We believe the Bible to be the inspired, the only infallible, authoritative Word of God.) I shared the statement with our Vice President for Mission (an Assumptionist priest) and he indicated that it was something which he would not be willing to sign.  Therefore, we chose not to apply to that organization.  This was the only time I've run into a situation where the religious identity of the College was an issue.

SOMAS: Support of Mentors and their Students in the Neurosciences

The SOMAS Program is pleased to announce the 2007 SOMAS summer
fellowship program designed to support junior faculty
(untenured/pre-tenure assistant professors, typically within 5 years of
having completed Ph.D. and postdoctoral training) in the neurosciences
seeking to launch research programs with undergraduate student
collaborators. Faculty from predominantly undergraduate institutions
will be eligible for awards of up to $10,000 to cover a supply budget,
summer student housing, faculty and student stipends, and travel
expenses to the joint Annual Meetings of the Society for Neuroscience
and Faculty for Undergraduate Neuroscience.=20

Application deadline is December 1, 2006, with awards made in early
February for the 2007 summer research effort. Up to six awards will be
made for the 2007 program.  Faculty members with little experience in
grant-writing or those from institutions serving women and minority
groups underrepresented in the sciences are particularly encouraged to
apply.=20

Raised as a Catholic child in the fifties and living now in times where =
the line separating religion and personal philosophy from politics and =
the right of public perogative is no longer as bright as it was and has =
obviously shifted somewhat, I believe this issue doesn't affect only =
Catholics.  Stem cell research has been placed on one side of the line =
by government fiat but many research agendas are affected by policy =
matters beyond the scientific method.  Research policies is an area of =
my professional interest and I for one would be grateful if off line =
comments responding to this post could be limited.

Subject: need information on construction contracts

I've recently been assigned to deal with some grant-related construction
contracts for the first time.  After looking up the procurement regs in
A-110, it appears that the way our programmatic people have tried to
structure the first one of these (before consulting with me, of course)
is as a "cost-plus-a-percentage-of-cost" agreement, which is not
permissible.

Can anyone out there point me to a good source of information on how far
you have to get away from a strictly cost-plus-a-percentage-of-cost
contract to be legal?  They want to just slap a "not to exceed" clause
on top.  That doesn't seem to fit the intention of the law...but does it
meet the letter of the law?

Some options on what would be legal would be helpful.  They do not want
to go to fixed-cost because they believe that the contractor with the
low bid -- the only local guy, which is probably why he is lowest -- is
going to insist on too much money with a fixed cost contract to cover
his contingencies.  Total price tag is in the $15 to $20k range.
