"PROFESSIONAL Grant Proposal Writing"...why this word "professional"?
First I thought it was the usual usage to mean "classy", as in "that pair
of flip-flops is not very professional".  Or does it mean the course is
meant for anyone who IS a professional (has a job)?

But they say.."Participants will become competent program planning and
proposal writing professionals", implying that one takes this course in
order to enter the field of proposal writing.

Regardless, professionals and non-professionals and avocational
specialists should know that all you really need is Matthew Arnold's
advice:
"Have something to say and say it as clearly as you can."
