The Office of the Vice Provost for Research and the University of Kansas
Center for Research (KUCR) assists faculty in obtaining and
administering external research funding. The Office of the Vice Provost
for Research serves and oversees the university's research centers and
institutes and external research funding and all related financial
issues. KUCR administers the sponsored agreements on the Lawrence
campus.

The Assistant Vice Provost for Research/Director of Finance has the
overall responsibility for the financial reporting, investments,
financial analysis, budgeting, and preparation and review of the
organizational budgets for Office of the Vice Provost for Research, the
university research centers and institutes, and KUCR. The AVP/DF is also
the principal advisor to the Vice Provost for Research/President of the
KUCR Corporation on all budget and investment matters. This position
involves working as part of a senior research management team with the
Vice Provost for Research, Associate Vice Provosts for Research, and
Corporate Directors and plays a key role in developing a strategic
financial plan for budgeting, cash management, forecasting, debt
financing, risk management, and financial analysis for the Vice Provost
for Research and KUCR.

Responsibilities and Percent of Time:

Financial Management 50%

Directs and performs necessary financial services for the acquisition of
real property and existing property and/or leases, including: assisting
the Associate Vice Provost responsible for research space by identifying
available property to satisfy research space needs; preparing financial
analyses; obtaining financing; developing and presenting recommendations
to the Vice Provost for Research related to investments and debt
obligations; and tracking the financial commitments throughout the lives
of the obligations.

Prepares and presents corporate financial and management reports to the
KUCR President, Investment Committee, and Board of Trustees.

Provides the Vice Provost/President, Associate Vice Provosts/Vice
Presidents, Board of Trustees, and other KUCR directors and managers
with financial analyses, advice, and assistance on special projects.

Advises the investment committee and the Vice Provost/President about
best practices and strategic options for investment portfolio and new
project financing.

Works with KUCR Research Information in developing financial and trend
analysis for research income.

Oversees the compensation and appointments unit at KUCR.

Budgeting, and Reporting (45%)

Supervises and provides direction to the Budget Manager who prepares
annual organizational budgets, prepares periodic financial reports, and
monitors state appropriated and corporation funds for the Vice Provost
for Research, the Center for Research, and all designated research
units.

Provides advice and direction for the development of the annual
operating budget in coordination with the Vice Provost and Associate
Vice Provosts for Research.

Develops and recommends policies and procedures to document and enhance
existing financial business operations.

Works with directors and managers to provide information and reports
required for annual financial audits.

Monitors the current financial position of KUCR and the Office of the
Vice Provost for Research and notes any deviation from sound financial
practices, develops and recommends appropriate corrective action when
necessary, and keeps the KUCR President and Board of Trustees informed
regarding the financial condition of the corporation.

Other 5%

Works with the Director of Research Administration and KU Comptroller's
Office in the preparation, negotiation, and audit of the F&A cost rate
proposal that is applicable to sponsored research agreements.

Represents the Office of the Vice Provost for Research and KUCR on
issues related to the improvement of procedures and automated systems
used in the budget process.

Works with the Vice Provost for Research and KUCR financial team to
provide proactive customer service.

Required Qualifications:

1) Bachelor's degree in an appropriate field such as accounting,
finance, economics, or business administration or at least five years of
experience in financial or budgetary operations.

2) At least three years of experience in financial management in a
university research environment that receives sponsored projects from
federal, state and foundations.

3) Communication skills including the ability to work with diverse
groups of people as demonstrated by employment history.

4) Significant experience (3-5 years) with computer applications for
fiscal operations. Proficiency in computer applications for financial
analysis such as spreadsheets and other data analysis software

Preferred Qualifications:

1) Master's degree in accounting, finance, business administration, or
economics.

2) Experience with using Generally Accepted Accounting Principals (GAAP)
and preparing financial statements in compliance with the Governmental
Accounting Standards Board (GASB).

3) Advanced ability to utilize computer software for specific
requirements.

4) Experience developing and administering budgets.

5) Financial reporting and debt management experience

6) Extensive knowledge of the federal cost accounting, auditing and
administrative principles for non-profit corporations (OMB Circulars
A-21, A-110, A-133).

7) Ability to work in a team environment as well as independently.

8) Strong interpersonal skills to facilitate communication among a
variety of groups.

9) Excellent analysis and problem-solving skills as demonstrated in
previous work history.
