Regarding the petition, you can submit it online.  I had a hard time
finding it, but it's on the RACC website in the "What is Certification"
section.  You have to submit the two reference letters separately to the
e-mail stated in the petition (which I believe is now to Dr. Clifford
Shisler).  Try the following link:

Once the petition is approved, you can submit the CRA application.

I also have a CRA question and I have sent an e-mail to Dr. Clifford
Shisler, who is listed as Interim Executive Director on the RACC
website; however, I have not heard back.  So I am actually trying to
find out who to contact also.
