The following is on p. 44 of the NIH Grants Policy Guide, 2003. "Generally, PIs and other personnel supported by NIH research grants are not required to be U.S. citizens. However, some NIH programs/mechanisms have a citizenship requirement. Any citizenship requirement will be stated in the PA or RFA. In these cases, individuals are required to have the appropriate citizenship status when the award is made rather than when the application is submitted. For example, under K awards or Kirschstein-NRSA individual fellowships, the individual to be trained must be a citizen or a non-citizen national of the United States or have been lawfully admitted for permanent residence at the time of award. NIH requires the applicant to determine that individuals' visas will allow them to remain in this country long enough for them to be productive on the research project, but NIH does not provide guidance on or assess the different types of visas. NIH expects grantee organizations to have policies, consistently applied regardless of the source of funds, to address this area. If a grant is awarded and an individual's visa will not allow a long enough stay to be productive on the project, NIH may terminate the grant (see "Administrative Requirements-Changes in Project and Budget" and "Administrative Requirements-Enforcement Actions-Suspension, Termination, and Withholding of Support")." Otherwise, what does it say in the announcement to which the PI is responding? I too was unable to find anything in the NIH guidelines to say yea or nay. I ended up calling the grants contact for the R21 that my PI would like to apply for and she stated that she believed that if they have a current visa they may apply for a NIH grant. Anyone with a more firm yes or no? Or someplace that NIH has stated this? Felicia L. So if a particular NIH grant was only eligible to US citizens, and your PI applied for it on the assumption that by the time it was awarded s/he would be a citizen, you institute may have to turn the grant down due to the fact that the green card process took longer than the review and award process. I don't know how NIH feels about indefinitely deferring an award but my guess is they are probably not totally enthusiastic. However, there are grants at NIH that a non-citizen could be eligible for, an example is Pathway to Independence Award (PA-06-133), which states: "Scientific research is a global enterprise. The Pathway to Independence Award seeks to attract the best and brightest individuals conducting research in the United States, regardless of citizenship. This support should help transition them to research independence here in the U.S." It appears to be a case-by-case basis, although my guess is that the majority of opportunities rule in the citizenship direction. I couldn't find an answer in the NIH Grants Policy statement or the OER website. Can anyone help me with a quicker more accurate answer than the one I can come up with on my own? Thanks!! I could only apply for a few grants. however, we want to apply for more grants. I may submit the application for green card in 1-2 months. Dr. Sage and I are wondering whether I could apply for any NIH grants after I submit my application of permanent residence. Is there any requirement for the activation of the grant about my status?
