Specialized Service Center/Recharge Center Question

We have a procedure that allows our specialized service center and
recharge centers to accept orders for analytical work that will be
completed by the center. We do not consider these orders traditional
"grant & contract" awards. We currently have a limit of $10,000 for
handling these orders outside of the G&C accounting system as what we
term a "small PO." Any order that is over $10,000 gets treated as a
sponsored project and gets a regular contract account (much more
administrative work to open, track, and close). I'm advocating for
elimination of the limit. I see it as "a duck is a duck," whether its a
small duck or a large duck. Can anyone tell me why we should or
shouldn't have a dollar limit on these types of transactions that are
strictly for recharge center services where the "buyer" pays a fixed
rate per sample?
