We just had the same situation. We went ahead and contacted NIH. It looks
like we will be able to transfer the proposal to the PI's new institution
before the proposal is awarded. This will allow us to avoid a lot of
additional work, and it appears to mean that the other institution is now
responsible for submitting the "just in time" information that we were not
prepared to provide. We worked with the NIH Program Officer. All we had to
submit was a letter "relinquishing" the proposal and signed by our AOR. I
believe the other organization will have to submit a new budget and such.

One of our PI's submitted a proposal to NIH and it looks like it's
going to be awarded but he has recently informed us that he will be
transferring to another university before the award comes from NIH -
should we contact NIH now or wait until the award comes thru? I
have left a voice mail for someone at NIH but they have not yet
answered me and this PI is leaving the middle of August....Thanks in
advance for any suggestions/advice.
