Participant Support Costs

I have a question regarding the definition of participant support costs.
NSF defines them as costs of transportation, per diem, stipends and
other related costs for participants or trainees (but not employees) in
connection with NSF-sponsored conferences, meetings, symposia, training
activities and workshops.
I have a PI who is submitting a proposal to US Dept of ED for a
research grant. The proposal includes participants who will be part of
a study. Each participant will receive a stipend, as well as
transportation and room and board costs. My question is, if these
participants are not taking part in a conference, meeting, symposia,
training activity or workshop, would these costs be considered
participant support costs?
