You'd need to review the Program Announcement under which the Starter Research Grant was solicited and awarded. I have not dealt with this mechanism before but a quick search of NSF's website strongly suggests that these are "postdoctoral fellowships," receipt of which does not negate the Starter Research Grant's PI from being designated as a Beginning Investigator in a future proposal.
