You'd need to review the Program Announcement under which the Starter
Research Grant was solicited and awarded.  I have not dealt with this
mechanism before but a quick search of NSF's website strongly suggests
that these are "postdoctoral fellowships," receipt of which does not
negate the Starter Research Grant's PI from being designated as a
Beginning Investigator in a future proposal.

consider them no longer beginning investigators?

"Beginning Investigators" as defined in the National Science
Foundation's Grant Proposal Guide (Section I A) are "individuals who
have not been a principal investigator (PI) or co-principal investigator
on a Federally funded award with the exception of doctoral dissertation,
postdoctoral fellowship or research planning grants."  A footnote
specifies that "the term 'Principal Investigator' also includes the term
'Project Director.'"  I would say if your PI was the PI or a co-PI (or
Project Director) on the equipment-only grant that he in all likelihood
does not meet the definition of a "Beginning Investigator."

Hello everyone ...

I need clarification on a "Beginning Investigator" qualification issue.
I've done a cursory look through the GPG and the NSF website, but you
guys are faster and just as reliable.

I have a PI who has received a previous NSF award, but it was an
equipment-only grant. That's his only federal funding. Does he still
qualify as a beginning investigator?
