When we run into situations like that here, we encourage the PI to submit from his new institution.  This way the award goes to the correct institution and the facilities information in the proposal is correct.  It saves a little of time transferring the award in the future.

Hi - I think this is a simple question with a simple answer but your advice
would be appreciated.

I have a new faculty member who will be a co-PI on a proposal at another
university (not the one he is at currently) that will be submitted to NSF
during the time period when he is in transition from his former university
to ours.  Officially, his start date is about 10 days after the proposal
deadline date and he will have resigned his previous position.

What is the easiest way to handle this submission?
