However, note page I-93 on the instructions states:
"Publications in press: Include only a publication list with a link to the publicly available on-line journal article or the NIH PubMed Central (PMC) submission identification number. Do not include the entire article."
This leads me to believe, that we should to include the article if there is a PubMed ID available.

My interpretation is that they only want us to send paper copies if the
publication doesn't have a Pub-Med citation number or if it is not
available in an online publication. I think the first choice is the
Pub-med number, followed by a link, and last choice is paper copies if
the other two choices aren't available.
