Someone asked me about the statement I made in my previous note on
this topic, that weekday holidays _count_ for verifying an assembled
application.  I found this info on the NIH Grants.gov FAQ page on
rejections:

6.  Are holidays included in the two business day period?
Yes. If a holiday occurs on Monday through Friday, the holiday will
be counted as a business day.

So, Independence Day counts as one of the two days to verify and reject.

In my earlier message, I asked if anyone knew how long after a
rejection, that occurred after a deadline, we had to submit the
corrected version.  The FAQ below gives some info, one week.

4.  Can the AOR/SO “Reject” the application if the two day window
falls after the submission deadline?
Yes, if the assembled application does not correctly reflect your
submission due to a Grants.gov or eRA Commons system error. While NIH
is allowing the one-week correction window to address errors and
warnings, the application also can be rejected to address warnings.
Remember warnings do not stop further processing.

This statement seems to indicate that only "system errors" are
grounds for post-deadline rejections.  Other places NIH stated that
"PI errors" could also be addressed in the two day window. The goal
of NIH is to get good, error-free applications so I would assume this
to be the case.

The second sentence in the FAQ implies NIH is allowing a one-week
period after the deadline to correct errors and warnings.  This was
the case with earlier programs, is this true now for the July
submissions?

Is this an acceptable reason for us to reject the application and
resubmit since it is prior to the submission deadline (6/25/06)?  I
have contacted NIH but I have not heard back from them yet.
