Thea,
In Oracle Grants module, there is a feature called
"Budgetary Control" which will allow you to set the
control as "Absolute" and thereby limiting the
expenditures up to budgeted amount. The budgetary
control can be set at overall award level, task level,
resource group level, or each resource level.
Pre-award authorization works the same way as the
regular budget except the fact that expenditures are
allowed from the pre award date.
