Yes, some very odd things get imported in the name of science.  I used to
work in a lab which was studying the stomach contents of kangaroos...

But in answer to the question of permits,  I haven't had to apply for one
directly (our lab safety office handles this for us), but you may wish to
try this web-site:
"www.aphis.usda.gov".    It's got the rules, contact info, etc.

This isn't as weird as a friend RA who is looking into importing chimp
