It depends if you are resubmitting due to errors or warnings.
Applications with Errors never make it ERA Commons so you don't need to
reject.
Applications with only warnings would need to be rejected first if you
want to resubmit.

Need some brain cell checking. If we resubmit to make corrections to a
proposal sent via Grants.gov, are we required to "reject" the first
submission in Commons? Or does the second G.g submission automatically
overwrite into Commons?
