Depends on if you are correcting because it had errors and wasn't
accepted -- in this case, no. You don't have to reject; the old,
unaccepted one "falls off" and only the new one remains.

But if it was accepted into Commons, and you either found something you
wanted to correct, or chose to correct warnings, then you need to reject
the original submission.

Need some brain cell checking.  If we resubmit to make corrections to a
proposal sent via Grants.gov, are we required to "reject" the first
submission in Commons?  Or does the second G.g submission automatically
overwrite into Commons?
