According the the director NIH grants.gov project, you can put any
text in the Federal Identifier box.  You can put "NA" or "not
applicable" or you can put in any G.g tracking number.  You do need
to indicate that the application is a changed/corrected one as the
NIH system keeps track of PI's and project. titles.
