Pay in U.S. dollars. If you are dealing with an NGO or a foreign university
without much experience, the infrastructure may not be there to handle the
transaction, i.e., they may agree to the provisions in the sub by signing
off without being able to really comply. Communicate with someone in
charge--don't get your information or work through foreign faculty. They are
not subject to our regs so if you need to flow something down make it
explicit.
