We do these things too, but these are generally done AFTER the subaward
has been issued.

We are now doing due diligence BEFORE we issue a subaward to try to
determine risk - i.e. does the organization have accounting practices in
place to deal with receipt and accounting of federal funds.

Every year, we send the standard letter to ALL our subrecipients
requesting information on their A-133 audit--and there is a place for
them to indicate that they are not subject to A-133.  Is it really
necessary to send the letter to subawardees that we know are not
required to have A-133 audits?  And here's another question that even
our auditors haven't answered:  are foreign entities requried to do
A-133 audits if they have lots of awards of federal dollars and the
expend more thatn $300,000 in the year? If I'm correct in thinking the
answer is no, should lack of a returned letter saying "we're not subject

to A-133" be an audit finding?  Thanks.

We send a letter regardless of our knowledge of an entity's status,
because it's too easy to forget documentation otherwise.  We ask for a
signature certifying that, if A-133 does not apply, the organization
isn't charging us higher prices than elsewhere, and that it complies
with general standards for good business practices.

Of course that certification and a token will get you to Brooklyn, but
it's a start.
