Barbara, We send out the standard letter every year to all our subrecipients, even if we know they are not subject to the A-133 audit. What our auditors, PWC, are looking for is tangible proof that these institutions are not subject to the A-133 audit. After all, things change over the years and an institution may be below the level one year and rise above the next. Foreign entitites are not subject to A-133 but should return the letter stating so. We ask for a signature certifying that, if A-133 does not apply, the organization isn't charging us higher prices than elsewhere, and that it complies with general standards for good business practices.
