As long as the text is within the 15 page for R21 or 10 pages for the
R03, the warning can be ignored. It will generate a warning if the
combined Research Plan attachments (Section A through D) go over the
pages due to white space. They are just notifying us to ensure that the
text is within guidelines.

Charlie,
My department had two R21 submissions. The first one was well within the
page limit and did not have an error. The second one, however, was
exactly 15 pages, but involved human subjects and the separate pdf pages
for the human subjects sections appeared to add enough 'white space' to
throw it over the page limit.
We were able to correct this issue as the pi in question usually uses a
12 point font, and reducing one of the research plan sections to 11
point arial, reduced the page length enough that it cleared without a
problem on the corrected submission.
