Re: Two separate questions Elsa Nadler 16 May 2006 13:16 EST
Hello, According to the latest announcement from NIH, multiple PIs are only being accepted from selected "test" institutions. The notice did not specify the names of those institutions. As for consortium budgets, there are two routes: one is for modular budgets and one is for detailed (NIH proposals requesting > $250,000/year OR non-NIH proposals). For modular budgets, see page I-92 of the April SF424 instructions. It is a PDF file that must contain the specified information. No consortium letter or budget is required (or requested) for the SF424. If the budget is a detailed budget, the SF424 contains a "subaward/consortium detailed budget" form. I believe, from looking at the instructions, that the prime is supposed to "extract" that form and send it to the subcontractor(s), who then fills it out and returns it for inclusion in the entire package that is submitted electronically. See page I-69 of the instructions. Clear as deep mud, I know, but then so is the rest of this process, good luck all, Elsa Elsa G. The instructions for completing the progress report (PHS 2590) are not very clear. We had to follow the instructions for reports due prior to June 1, 2006. It mentions restricting the report to 2 pages but use continuation pages if necessary. The electronic submission has where you upload the science but then has a 2nd upload for scientific achievements? Also you do not include any budget information, correct? Aside from answering the question of more then 25% carry-forward. Second questions: The new NIH application process: Multiple PIs? Would you include in the multiple PI page those investigators from any consortiums that are participating in the project? I realize you can have multiple PIs from your own institution but generally speaking when you have a consortium, the participating site's investigator is considered the PI on their portion of the project. And do you still include all the paperwork required from the consortium: the face page, checklist, detailed budgets, etc? Thanks. The constant change in processes and procedures and the switch to everything electronic is certainly keeping me busy. Matthew D.
