Setting up a Competitive grant program Watson, Mary 12 May 2006 09:37 EST

We have just received notice that funds have been allocated for a
variety of projects and within that allocation is the requirement that a
portion of the funds (approx $100K) be set up as a competitive grant
program for local school districts.  I am sketchy on the whys and
wherefores but have been asked to outline a process.   I have been asked
to pull together a how to do this outline for the Provost.

A couple of years ago I helped the City of Valdosta set up their
competitive Block Grant program for organizations providing local
programs for needy individuals.  That means I have a vague knowledge of
what might be needed.

Anyone done anything like this?  We would be accountable to the Illinois
Board of Higher Education and right now the rules, regulations, etc.,
etc. are extremely vague.
