It may be that the difference is that the resources could include
federal funds, which would mean that they couldn't formerly be counted
as cost share but still would benefit the program.

Hello all,
Is anyone else applying to this program? Is anyone else confused about
matching/cost sharing not being required, yet they're asking for
"leveraged resources" that are enumerated and real, financial
commitments by either the submitting institution or third parties? They
seem to totally contradict themselves in the same announcement. We had
this same problem last year, but we didn't have to enumerate the
resources like they are requiring now....
Seems like committed cost share to me!
