I think this falls under the category of urban myths.

Our office, like yours and Joni's, does budgets and a thorough review.
We, too, assist with institutional proposals, to varying degrees and, if
we see text in a timely manner, will provide a quick edit.  On _rare_
occasions we will help get forms filled out, but we do not provide
clerical assistance as a regular procedure.  Some of our departments do
have administrative assistants who fill out forms, etc., but, in the
main, it is our belief that the PI is responsible for his/her proposal.
