This isuue comes up most often for me when it comes to NRSA F32 and F33 post doc applications. On the internal approval documents, University of Washington requires that the PI be one of our faculty members, and the 'non-employed' senior fellow is connected to the eletronic approval process via an email address or a pending employee status.  On the NIH 416 face page, the pi is listed as the senior fellow, and the faculty sponsor signs off next to the insitution signature.
