Has anyone submitted a grant for someone who is not employed by their institution as PI on a grant to a Federal Agency?  If so, how did you handle this?  Is this allowed?  If your institution employs the person/PI at the percent of effort you submitted the grant for, ie, submitting a grant with 30% effort for a PI, then hiring them as a part time employee for 30% of their time?
