All people -- PI's, their staff, and Grants Office officials -- who
plan to work with NIH applications and awards need to be registered
with the NIH eRA Commons. This is not a number as such, but a
Username, and a password to open the Commons.
A person needs to "register" with the Commons in order to obtain a
username and password. This registration must be done by a person so
authorized to so by NIH through a campus "Signing Official." You
need to contact the person on your campus who has Registration
rights. At most institutions this person is in the Grants Office.
Many places have this information on the Grants Office Web site.

Perhaps your Grants Office has a similar site.
