Base your prices on your institutions FMV, which would be the max of
your institutions charge master, and the minimum which is what your
government charges are (NIH rates or Medicare/medicaid). Base all
budget charges between that range and you will be legal.

Does anyone currently make a determination if the payments received for
clinical trial services from sponsor are based on Fair Market Value. If
you do can you share your process. We currently try to make this
determination during the budget process but we are having some internal
issues with what constitutes FMV.
