But Charlie, the acceptance of a "late" proposal must be the agency's
decision.  NIH allows submissions after the deadline for those that
reach the Commons error free but are rejected by the PI or SO but
then submitted with fixes.  These need a letter explaining why they
are late.  Moreover, there are other reasons for a submission after
the deadline.  One reason is service as a reviewer.  Sometimes there
are extenuating circumstances so the program officer allows a
submission after the deadline. Again, with a explanatory cover letter.

Acceptance of a late proposal must be left to the funding agency, not
to the delivery system.
