Hi all -- Thanks for your quick responses and your good suggestions. I
buried myself in ciculars and wrote two pages of govermentese (quoting
everything relevant). I'm happy to see Greg's references reinformce
mine, as does Chuck's note about authority granted by each circular. And
I am positively gleeful about asking the ESD to show us where it is
written that their subawardees can't cliaim indirects (thanks Kristina
and Carolyn). I agree that if the ESD insists that their subawardees
can't claim indirects, they will have no subcontracts. The sheer illogic
hasn't yet persuaded them, but I hope the OMBs will.
