Just my opinion here, but I do not believe that this expense is justifiable. I can't think of very many companies in industry that would make this allowance for an employee. I think that all of us could find some reason to argue that we have a "need" for first class due to being tall, overweight, bad back, etc. If a special allowance is made, I think business class would be easier to justify than first class, but even this is questionable in my opinion. The OMB circs make provisions for folks that are in unusual circumstances, and I would count this as one.
