Just my opinion here, but I do not believe that this expense is
justifiable.  I can't think of very many companies in industry that
would make this allowance for an employee.  I think that all of us could
find some reason to argue that we have a "need" for first class due to
being tall, overweight, bad back, etc.  If a special allowance is made,
I think business class would be easier to justify than first class, but
even this is questionable in my opinion.

By the way, some airlines are beginning to sell seats in coach with more
legroom - might be a new trend.

You could also consider paying the cost of the coach airfare to the
grant and the first class difference to institutional funds.

That is certainly very tall. The OMB circs make provisions for folks
that are in unusual circumstances, and I would count this as one. I'd
certainly document my reason for my decision AND going forward if you
put this person on a grant for travel, I'd put it in the budget
justification for further documentation.

Here's a strange one.

Does anyone have a travel policy that specifically provides for first
class travel for very tall individuals?  Or if documenting this on a
"case by case basis" as required by the OMBs, what sort of documentation
do you need?
