That is certainly very tall. The OMB circs make provisions for folks that are in unusual circumstances, and I would count this as one. I'd certainly document my reason for my decision AND going forward if you put this person on a grant for travel, I'd put it in the budget justification for further documentation.

Here's a strange one.

Does anyone have a travel policy that specifically provides for first
class travel for very tall individuals?  Or if documenting this on a
"case by case basis" as required by the OMBs, what sort of documentation
do you need?
