Very clever. How does it get signed? We are asking for the internal routing form (IRF), and what we call the administrative shell 7 days days prior to deadline but the final version of the PE file only 4 days in advance. The shell includes paper routing form, 424, budget with justification, and abstract. Grants office reviews these in advance of the PE file being uploaded. Thus we do not want the IRF with the final PE file. We could ask PI's to pass an incomplete file with just our review pieces but then how are they "signed." Is this pre-final PE file just sent as Email attachment? In the mid-1980s, as part of the first project on electronic submission, the Express Project, I did a comparison of just the Big Ten university routing forms. There was only about 15-20 percent overlap, as I recall. Better to just upload an electronic version of your own IRF if one wants to pursue this idea. This would require an already electronic IRF converted to PDF, perhaps, or the scanning of a paper one.
